According to historian David Armitage, the Declaration of Independence did prove to be internationally influential, but not as a statement of human rights. Armitage argues that the Declaration was the first in a new genre of declarations of independence which announced the creation of new states. Other French leaders were directly influenced by the text of the Declaration of Independence itself. Trumbull painted the figures from life whenever possible, but some had died and images could not be located; hence, the painting does not include all the signers of the Declaration. One figure had participated in the drafting but did not sign the final document; another refused to sign.
